Minor Changes to rules

I have updated the wording of both the general and signature rules to help members better understand them. The rules are the same with just the wording clarified. They were updated as a result of members not fully understanding the difference between the signature rules and the general rules (especially concerning examples where a signature is used to break a general rule).

Hopefully the update clears up any confusion the previous form may have caused.
